All actions of the Town Council shall be by ordinance, resolution, or motion. In addition to such Town Council acts that are required by other provisions of the Colorado Constitution or this Charter to be by ordinance, every action making an appropriation, creating an indebtedness, authorizing the borrowing of money, levying a tax, establishing any rule or regulation for the violation of which a penalty is imposed, disposing of any municipally-owned real estate, including water rights, repealing a prior ordinance, or approving an eminent domain action by the Town shall be by ordinance; provided, however, that this Section shall not apply to the annual appropriation and budget procedures set forth in Article VIII of this Charter, nor shall an ordinance be required to levy an ad valorem tax. Ordinances making appropriations shall be confined to the subject of appropriation. Policies of the Town may be adopted by the Town Council by resolution or motion. (Amended January 17, 2019)
