The compensation for the Mayor and other Councilmembers shall be as established by ordinance from time to time; provided, however, that any change or increase passed during a Councilmember’s or the Mayor’s current term of office shall not take effect with respect to that official until a subsequent term, if any. Notwithstanding the foregoing, the Council may establish additional compensation by ordinance for special meetings requested by applicants, and such compensation may take effect for all Council members immediately, as the Council may determine appropriate by ordinance.
