Within fifteen (15) working days after the petition is filed, the Town Clerk shall issue a decision as to its sufficiency, specifying, if it is insufficient, the particulars wherein it is defective and shall promptly send a copy of the decision by U.S. mail to the petitioner’s committee and return the petition.
