Except for securities issued and payment obligations incurred pursuant to this Charter, no payment shall be made or obligation incurred except in accordance with appropriations made pursuant to this Charter and unless the Town Manager first certifies that sufficient funds are or are estimated to be available to meet the payment or obligation when it becomes due and payable. Any authorization of payment or incurring of obligation in violation of the provisions of this Charter shall be void at the Town Council’s discretion. (Amended April 1, 2014; Amended January 17, 2019)
