It shall be a Class B municipal offense for the owner or possessor of a dead animal, or the owner of property on which a dead animal is located, to intentionally, knowingly or recklessly permit such dead animal’s body or carcass to remain undisposed of for a period of longer than twenty-four (24) hours. No dead animal shall be placed on any Town dumpground, but shall either be buried or taken to a place designated by the Chief of Police and disposed of in a manner prescribed by the Chief of Police at the expense of the owner or possessor of the animal.
