An ordinance adopted by the electorate may not be amended or repealed by the Town Council for a period of six (6) months after the date of the election at which it was adopted, and an ordinance repealed by the electorate may not be reenacted by the Town Council for a period of six (6) months after the date of the election at which it was repealed, but such ordinances may be adopted, amended or repealed at any time by the voters.
