It shall be unlawful for the owner or keeper of any pet animal or livestock to knowingly so tie or otherwise restrain his animal so that the pet animal or livestock may enter in or upon a public street, alley, right-of-way or any other public property, except when the pet animal or livestock is being walked on a leash.
