A. It is a noncriminal municipal offense for any person to knowingly place, post, erect or paint any handbill, placard, circular, notice, advertising device or matter of any kind upon any public building or structure, or upon any tree, post, pole or other improvement located within a Town right-of-way, park or open space without the prior written permission of the Town Manager.

B. It is unlawful for any person to knowingly place, post, erect or paint any handbill, placard, circular, notice, advertising device or matter of any kind upon any private residence, fence, tree, store, building, or other private premises without permission from the owner, tenant, or occupant of the same.
