A. No trailer or hauling device utilized for either residential or commercial uses, unless attached to a vehicle, may be parked on a street in a residential zone district at any time, except as provided for in subsection (B) of this section.

B. A trailer or hauling device may be parked for a maximum of forty-eight (48) continuous hours for the sole purpose of loading and unloading. Any subsequent parking by the same trailer or hauling device on the same block shall be separated from the previous use by at least twenty-four (24) continuous hours. The Town or an authorized contractor of the Town may place a trailer containing a traffic control device, variable message sign or speed awareness device that is not attached to a vehicle on a street in a residential zone district. Any activities conducted pursuant to a permit issued by the Town for purposes of construction or excavation shall be excepted from this section.

C. Except for parking on a driveway or in designated commercial parking areas, no parking of vehicles, off-highway vehicles, or trailers is permitted on private property in front of residences or commercial structures at any time, including within fenced or open areas adjacent to a street or roadway facing the sides of structures (front and side yards depending on lot location). This restriction shall apply to the parking of operable or inoperable vehicles for an extended period of time (more than twenty-four (24) hours) on a hard, impermeable or permeable surface.

D. For purposes of this section, residentially zoned areas shall include streets that border a residentially zoned area (for those areas that border a residential zone, only the streets on the residentially zoned side are subject to this section).

E. The first violation of this section in any consecutive twelve (12) month period is a Class B municipal offense, which shall be punished as provided by PMC 11.01.030. Any second and subsequent violation of this section in a consecutive twelve (12) month period shall be deemed a Class A municipal offense, which shall be punished as provided by PMC 11.01.030. Each day or portion thereof during which such violation continues shall be deemed to constitute a separate offense. (Ord. 558 §1, 2007; Amended Ord. 792 §7, 2021)
