The size, slope, alignment, materials of construction of all public sewers including building sewers, the methods to be used in excavating, placing of the pipe, jointing, testing, backfilling the trench, and connection of the building sewer into the public sewer, shall all conform to the requirements of all applicable Town ordinances, regulations and specifications which may be adopted by the Town Manager. Such regulations shall be presented to the Town Council and approved by resolution. When so approved, they shall have the same force and effect as any ordinance of the Town.
