All costs and expenses incurred by the Town incidental to the installation and connection of a sewer service line to the public sewer system to the premises of a customer shall be borne by the owner of the premises. Such costs and expenses shall include, by way of example and not limitation, costs for all labor and inspections by the Town, based upon hourly rates set by the Town Manager or his designee, the cost of any materials required to be installed, and the costs of all services provided by the Town.
