No person shall knowingly abandon any vehicle upon public property or upon private property other than his or her own. The first violation of this section in any consecutive twelve (12) month period is a noncriminal municipal offense, as defined by PMC 11.01.030; the procedures set out in PMC 7.10.190 shall apply, and the Town Council shall promulgate a schedule of fines as required by PMC 7.10.180. Any second and subsequent violation of this section in a consecutive twelve (12) month period is a Class B municipal offense, which shall be punished as provided by PMC 11.01.030. Each day or portion thereof during which such violation continues shall be deemed to constitute a separate offense. The remedies provided for herein shall be cumulative.
