The Police Chief, any police officer, or the code enforcement official is authorized to go on private property for the purpose of making an investigation of any violation of this chapter and for the purpose of determining ownership and condition of any vehicle reasonably appearing to be in violation of any of the provisions of this chapter. Prior to entry, attempts shall be made to contact the property owner to gain consent for entry, including but not limited to certified mail and telephone calls.
