If any section, sections, subsection or provision of this title or any code adopted by reference in this title, as adopted, or the application thereof to any person or circumstance is declared unconstitutional or otherwise invalid by any competent court, such validity shall not affect the other sections, subsections, provisions or applications of this title or said code adopted by reference if they can be given effect without the invalid section, sections, subsection, provision or application.
