No encroachment, obstruction or unsafe condition, other than permitted by law, authorized by the Town Council, or by Town ordinance or resolution, shall be made, placed or suffered to any street, alley, sidewalk, curb, gutter, curbwalk or other public place or way within the Town. Encroachments may include, but are not limited to: trees, tree roots, building materials, debris, brush or other materials that are placed in a manner that will hinder quiet and accessible use of the sidewalk, crosswalks or other municipal transportation surfaces. Violations for encroachments may be levied pursuant to Resolution No. Penalty amounts shall be determined pursuant to the applicable matrix chart as outlined in the resolution. Owner shall be given one (1) written violation letter and ample time to remedy the violation or infraction before citations are levied.
